GUIDANCE FOR COMMISSIONING – NHS ENGLAND DENTAL CONSCIOUS SEDATION SERVICES – A FRAMEWORK TOOL

SAAD has a professional responsibility for the delivery of pain and anxiety control for patients and to safeguard access to essential conscious sedation services for dentistry developed to national standards.

There is a need to achieve a safe patient centric transfer of sedation services from Primary Care Trusts to the NHS Commissioning Board. Despite the importance placed on pain and anxiety control by the public, the profession and patients, to date there is no clear pathway for commissioning of conscious sedation services that secures fundamental standards.

The content of this report relies on existing accepted national guidance and the report of The Mid Staffordshire NHS Foundation Trust Public Inquiry (The Francis Report) which has rightly placed increased responsibility on experts to provide commissioners with advice. This document is designed to give commissioners the evidence, guidance and tools to be able to optimise health outcomes in dental conscious sedation services.

The Board of SAAD urges those with commissioning responsibilities to secure excellence in that task by adopting this framework of safety and quality assurance which has been carefully drafted to meet fundamental and enhanced standards whilst allowing development within a safe cost effective service.

ABOUT SAAD

SAAD is at the forefront of postgraduate teaching of sedation techniques in dentistry. The Society runs courses for the whole dental team encouraging the safe provision of conscious sedation. Other activities include providing scientific seminars, giving expert advice to other bodies including the Department of Health and the General Dental Council; providing experts for guidelines and standards documents; giving expert evidence to the courts; promoting research in the field of pain and anxiety control and providing individual support and advice to members. Membership of the society is open to any registered dental or medical practitioner, dental nurse or dental therapist/hygienist.
